Preterists believe ALL live in the New Heavens and Earth after 70ad. While they are slow to admit that the ungodly also dwell in the New Heavens and Earth. It is too bad Peter did not make the mockers aware of that fact in 2 Pet 3:13 which says only the righteous will dwell in the New Heavens and Earth. Also if the ungodly dwell in the New Heavens and Earth (As Sam Frost believes), then the present heavens and earth, reserved for judgment of ungodly men really did not complete judge/destroy all of those who are ungodly. Peter's warning was only a partial warning, but Peter meant by the passing of the present heavens and earth that some ungodly mean would receive their reward of the new heavens and earth after Jerusalem was destroyed.
This passage is a grand description of the gospel age after Christ came in judgment in 70 A.D. and took away the old heavens and the old earth. We now have the new heavens and the new earth of the gospel age.
